The two-level system of maintainers (mnt-by and mnt-lower) was developed at registrars' convenience.

The Administrator receives and processes all the requests that came in from DIL-MNT-INUA, and registers the domains. If DIL-MNT-INUA is some registrar's dealer the Administrator sends to that registrar written Inquiry of acknowledgment (the inquiry has limited period of validity).
